Force restarting a bulk upload in the new SDK 0.0.3

Im trying to find a way to use a new upload ID to force a brand new bulk upload but `forceRestartUpload=true` flag does not seem to exist in the new SDK, is there another way to manually start a new upload?

I have a PR up to implement this: https://github.com/gleanwork/glean-indexing-sdk/pull/3

I'll publish it as soon as possible.

Also, the version numbers should be addressed now! Latest version is 0.1.0.
