Token Hard Caps Configurations currently only allow a default setting that applies to all users or individual caps at the per user setting. This does not allow setting multiple caps for personas. One cap size does not fit all and manually updating hard caps for 4k users is unmanageable. 

I recommend a feature in the Model usage section that allows admin to upload user personas, user assignments by persona and cap limits for those users for better token budget management.

Assign users to tiers based on personas or cohorts

Manage those assignments in bulk rather than user by user
