When a custom action is unavailable because the user does not have access to it, the current Agent Builder experience could be clearer. The card can appear visible but never fully render, which suggests something other than a permissions issue.

Show an explicit message such as: “You cannot use this action because you do not have permission.”

Avoid blank or indefinitely loading cards for permission-filtered custom actions.

Optionally provide an admin-facing hint that the action’s audience configuration may be the cause.

Customer use case: An admin/user troubleshooting custom actions in Agent Builder needs to be able to tell whether an action is broken, missing, or permission-restricted. 

Business impact: Clear permission-state messaging would enhance administration & shorten troubleshooting time.
