Glean MCP server access restrictions

Documenting a request from a customer who asks for the following:

Ability to restrict users who can use the MCP Server (Green or Redlist)
Ability to restrict hosts that can use the MCP Server (e.g. Cursor:yes, VSCode:no)
Ability to restrict usage based on MCP Server account or contract type (e.g. ChatGPT Enterprise: yes, ChatGPT Pro:no)
