[Feature Request] Enhance Shortcut Bar on Glean New Tab Page: Support Internal URLs

Customers have reported two key limitations with the Glean Chrome extension's new tab page shortcut bar that are impacting adoption and user experience:

1. Support for Internal URLs:
   Currently, the shortcut bar does not allow users to add links to internal websites (e.g., internal dashboards, tools, or resources that are not publicly accessible). Many organizations rely on internal web applications for daily operations, and the inability to add these as shortcuts limits the usefulness of the Glean new tab page.
2. Shortcut Limit Parity with Chrome:
   The shortcut bar is currently limited to 8 shortcuts, while the default Chrome new tab page supports 10. This discrepancy forces users to remove or choose between frequently used shortcuts, creating friction and reducing the value of the feature.

Customer Use Case:

• Organizations want to add shortcuts to their internal tools and dashboards for quick access via the Glean new tab page.
• Users expect to be able to add at least as many shortcuts as Chrome’s default (10), to avoid losing access to frequently used sites.

Business Impact:

• Supporting internal URLs will enable organizations to integrate their critical internal tools into the Glean workflow, driving higher adoption and engagement.
• Increasing the shortcut limit will reduce user friction and make the Glean new tab page a more viable replacement for Chrome's default, supporting seamless transition and improved productivity.
